Dratini Only spawns as the White Shiny Colouration. the global shiny rate does not alter its rate, Same applies to the Crystal Onix, the Crystal Onix can only spawn in the crystal mines and the Dratini can spawn everywhere except the Crystal mines. Mini Bosses have a 1/500 spawn rate
